Ad Hoc Commission: Rules of the Institute of International Law

On the initiative of the Secretary General, the Bureau of the Institute (in 2015) decided to constitute an ad hoc commission responsible for evaluating the need for reform of the rules of the Institute. He appointed as members of this commission Gilbert Guillaume, Philippe Kirsch, Ahmed Mahiou, Djamchid Momtaz and Raul Vinuesa, and conferred the presidency of the commission to Gilbert Guillaume. It was clarified that the President and /or Secretary-General of the Institute would be able to participate in the deliberations of the commission but would not have voting rights. It was further agreed that the commission would enjoy complete independence to make the proposals it deemed most appropriate and that these proposals would be voted on at the meeting in Hyderabad in 2017.
